What are SETAs?
SETA stands for Sector Education and Training Authority. It is a vocational skills training organization in South Africa that aims to improve the skills of people in different economic sectors. There are 21 SETAs in South Africa, each covering a specific sector such as banking, agriculture, manufacturing, or tourism.
SETAs have the following functions and responsibilities:
- Develop and implement a sector skills plan. This is a plan that describes the trends in each sector, the skills that are in demand, and the priorities for skills development.
- Develop and administer learning programmes. These are programmes that combine theoretical and practical learning, such as skills programmes and learnerships.
- Support the implementation of the National Qualifications Framework. This is the framework that registers all qualifications and learning outcomes in South Africa based on eight levels of complexity and competence.
- Undertake quality assurance on provision of learning. This includes accrediting education and training providers, monitoring provision, registering assessors, collaborating with other quality assurance bodies, and certifying learners.
- Disburse levies collected from employers in their sector. Employers pay 1% of their salary payroll to SARS on a monthly basis. 80% of this contribution is distributed to SETAs and is allocated to administration costs and grants that can be claimed back by employers who invest in skills development.
- Report to the Minister of Higher Education and Training. SETAs are statutory bodies that are established by an Act of Parliament and are accountable for the efficient and effective use of public funds.
